Coffey International Development (Coffey) as the managing contractor of Australia Awards and Alumni Engagement Program – Philippines (AAAEP-P) of the Australian Embassy, is seeking proposals from teams and organisations (the Respondent) to deliver the services outlined in the Terms of Reference (the Activity).

Please note the following when preparing your proposal for online submission:

  • The online submission module will require you to submit a consolidated one document in PDF format. Portable Document Format (PDF) is the de facto standard for the secure and reliable distribution and exchange of electronic documents and forms around the world.
  • This means that after you have prepared and formatted your proposal using MS Word, you need to convert the whole document into PDF.
  • There are many tools available to do this: you can use free online conversion software (http://www.freepdfconvert.com) or you can download a free desktop application like CutePDF Writer (http://www.cutepdf.com) or a more powerful commercial version Adobe Acrobat writer.

Dear AAAEP-P,

We have a couple of questions relating to the bid:
1. In the Technical Proposal Template, the first column in one of the tables in Section 3 (Management and Implementation) refers to "RFT Requirements". Can you let us know which part of the RFT you are referring to?
2. Are you able to provide us the metrics used in the OTNA Ratings of Partner Organisations (current/needed column)?

1. The RFT Requirements referred to are the Specifications of the Consultant’s Profile set out in the ToR - "The academics nominated by the Provider to deliver the Program should include senior academics with a Ph.D in a relevant field, preferably Professors or Associate Professors, and include former senior public servants at the Commonwealth, State and Philippine levels of government with extensive and proven senior level experience in public policy development. The team should comprise at least 3 academics to undertake course delivery. The provider is to identify any academics with expertise in the Philippine context."

We only require the RFT Declaration, not the Declaration relating to the OTNA.

Good morning. Due to technical error, we received the tender notice two weeks after it was initially sent on 23 December. This plus the unavailability of most of University academics during the January period (sabbatical, leave,conferences submission, enrollment, timetables) have been a challenge for us to meet the deadline. May I please enquire if the submission deadline can be extended for a few more days or at least a week? Thank you.

The tender has been extended until the close of business on 28 January. No further extension is envisaged.

Hi Mark. Is arranging participants' flights and accommodation part of the tenderer's work scope? Do participants' costs such as flights, accommodation, and stipend form part of tenderer's expenses?

Yes, if there are participants from outside Manila and if the design of the Program set out in the bid requires residential components. They comprise reimburseable costs. We expect that the majority of participants would be from Metro Manila.

The costings in the fixed and reimburseable costs must identify all costs on an itemised basis, such as personnel costs and management fees. The average cost per participant is not a requirement. We do not require a 'course fee'. This tender is being conducted in accordance with the 2019 Commonwealth Procurement Rules and the DFAT Adviser Remuneration Framework (ARF). The ARF "mandates that all Advisers are paid in accordance with the prescribed set of rates, allowances and support costs outlined in this document." "An adviser is an individual who provides advice on the strategic direction or implementation of the Australian aid program. This includes individuals who provide:
• technical expertise and advice to counterpart governments and/or other in-country development partners;
• technical advice to DFAT on the delivery of the aid program; or
• leadership and oversight or technical inputs for the delivery of an DFAT project"
Therefore, personnel delivering short courses are advisers. Personnel and management fees are fixed costs.
