Description

The short course should address the competency gaps of Departmental staff with peace building responsibilities in the above work units. The peacebuilding competencies of DILG vary according to the individual roles of the positions they occupy. Nevertheless, a broad understanding of the principles and mechanisms of peacebuilding are required.

Coffey International Development (Coffey) as the managing contractor of Australia Awards and Alumni Engagement Program – Philippines (AAAEP-P) of the Australian Embassy is seeking tenders from Service Providers to provide the services outlined in the Terms of Reference.

Please note the following when preparing your proposal for online submission:

• Is there any guidance re: how long the courses are expected to run for? How many modules it should comprise of, the amount of content and time commitment from students?
o If not, of course we are happy to recommend via the proposal and in line with the timeline, we just wanted to check if there was any more advice on this first.

There is no guidance on how long the courses are to run for or how many modules. Is it up to the Learning Service Provider to propose a design, noting that the course should be modular, practical and competency based with a REAP to reinforce learning once participants have returned to the workplace.

• Similarly, we noticed that the completion report for the Peacebuilding course is due in the first week of June - is that to say that the course should be completed by the first week of June?

The inception report is then due 14 days after contracting; the mid-term report is then due 28 days after contracting, in mid-June, during which time the course will have commenced. The completion report will then be due in July. REAP implementation report will be due 6 months from completion of the module

Does that mean training activities will need to be wrapped up in July? and only REAP implementation activities to follow in the 6 months after?

The RFT requirement for Format of Offer to be "The Offer must be completed using the Part D Response Schedule, (unless the Tenderer is otherwise directed). "

Can you please advise if this is applicable to the content of the Part D Response Schedule only? or tenderer are not allowed to make any changes to any aspect of the template (i.e. changing the footer/header, colour scheme for the headings, and adding a cover page to the response)?. Many thanks.

The template is provided to ensure the bidders provide the material required for consideration by the Tender Assessment Panel. As long as the information sought is provided, bidders may make changes such as requested (amend headers/footers, colour schemes and add cover page etc.)

Completion reports are usually due 14 days after the completion of the course. If the course is concluded at the end of July, then the completion report is due in mid-August.

The RFT Part B requests that "quote prices in Philippine Peso that are tax exclusive and, in relation to tax, must state where the tax is applicable and show that amount separately"

However, the financial proposal template (excel file) provided with the tender have the currency stated as AUD. Can you please confirm which currency is required for the financial proposal?
