Description

To provide nominated senior DPWH managers with the skills and knowledge to successfully provide workplace coaching and mentoring to their staff in the context of the CSC’s SPMS and PRIME-HRM systems. The course will also include a train the trainer component for HR staff to ensure a sustainable approach to competency development in workplace coaching and mentoring.

Coffey International Development (Coffey) as the managing contractor of Australia Awards and Alumni Engagement Program – Philippines (AAAEP-P) of the Australian Embassy is seeking tenders from Service Providers to provide the services outlined in the Terms of Reference.

The Department of Public Works and Highways has advised that the target trainers are included in the 80 senior managers.

From what we understand, chosen participants will undergo pre-compentency assessment as soon as they are nominated in the short course. The assessment will be provided by the winning bidder.

We are still awaiting for the new official recognition as Level 2 on three areas - Recruitment and Selection; Learning and Development; and Performance Management. We have been audited by CSC prior to ECQ.

Yes, there are identified top management level support in the Strategic Performance Management System of the Department.

The DPWH Performance Management Team (PMT) consists of the Undersecretary for Support Services as Chairman, Undersecretary for Technical Services as Vice Chairman and its members include Assistant Secretaries and various Service Directors, Regional and Project Directors and Representatives from the DPWH Employees Union (as per DO 13, series of 2017).

To properly assist the DPWH PMT functions, Office PMTs are likewise established per Bureaus, Services, Unified Project Management Offices, Regional Offices and District Engineering Office.

The tender requirement states 'The LSP should be a Philippine Learning Organisation or Higher Education Institute'. Please clarify if an Australian Higher Education Institute can bid for the tender please or is it only open to Philippine entities. If it is only open to Philippine Learning Organisations, I wish to clarify if the tender assessment will allow for an Australian learning service provider to partner with a lead Philippine organisation and if successful, contribute to the design and delivery in an online mode?

There is nothing to prevent a Philippine Learning Service Provider (LSP) seeking to partner with an Australian LSP on elements of the the design and delivery of the course. It should be noted that the agency prefers face-to-face delivery of the course.

As for SPMS, we had massive orientation from 2014 - 2015, from Central to Regional Offices. Duration was two days. In 2016, there was also an intervention provided by PAHRODF (thru HURIS) - Orientation for Executives (ManCom, Directors), and two batches (3 days at Tagaytay) of TOT for selected employees from Central and Regional Offices.

For coaching and mentoring, workshops were implemented in 2018-2019 for two days. However, focused was on coaching. Most of the pax were Division Chiefs, and some were Sections Chiefs.

We did not have those interventions, however, we are starting... like Internal Stakeholders Satisfaction Survey, and identification of competency framework for technical positions.
