Managing human resource during crisis
When the virus started to threaten public service, I was concerned for the safety and health of our health workers especially since the province has eight provincial hospitals under its supervision and management. Luckily, the Provincial Government of Bukidnon (PGB) has an existing Health and Wellness Program. This program has become a way for us to procure and provide masks, and disinfectants to all the departments under the PGB, prioritising the hospital staff. While our health workers are provided with Personal Protective Equipment (PPEs), they are limited. I encouraged other staff to donate and improvise face shields and masks for the hospital workers and other frontliners. The PGB employees, especially the frontliners, have been reporting for duty amidst the threat of the virus when they could choose to stay at home and be safe with their families. Their dedication to their work is my inspiration in pursuing these initiatives and in doing the best I could to make them feel that we truly are all in this together. I now see our health workers in a whole new level. Seeing them sacrifice so much amidst their existing concerns on underpayment and under appreciation makes me respect them even more. As the head of the Provincial Human Resource Management Office (PHRMO), I personally believe that our health workers deserve more benefit than what they are currently getting. The trust and confidence of being the HR Head in this time of crisis has become both a challenge and an inspiration to me. While providing excellent human resource management is my sworn duty and responsibility, I want our workforce to feel that they are taken care of so that they could pass the same genuine service to those who need them the most.
Recognising the vital role of health workers and employees from the disaster risk and reduction management during the crisis, Australia Awards alumna Aida Loveres, head of the Human Resources office of the Provincial Government of Bukidnon, immediately responded to the needs and welfare of the province's frontliners. She made use of the province's health and wellness program to provide the much-needed face masks and disinfectants to their employees, prioritising hospital staff. She encouraged staff to donate PPEs and improvise face shields and masks for the hospital workers and other frontliners. She did this on top of her other HR responsibilities – making sure that the other 3,000 employees of the province are abreast with the latest information on alternative work arrangements and safety measures. Aida believes that having healthy and able employees will lead to uninterrupted and incessant public service during crisis.
