Course Description

The training on coaching and mentoring was implemented for a selected Department of Budget and Management (DBM) staff who will form part of a Public Financial Management (PFM) Core Group to help in the roll out of the Cash Budgeting System (CBS). The focus of the team is on the preparation of policy issuances in:

a. PFM policy reviews to support the CBS in coordination with the Department of Finance (DOF), Bureau of the Treasury (BTr) and the Commission on Audit (COA); and
b. PFM process reviews and reengineering to streamline and remove duplicative/redundant processes; and enhance accountability.

The training was in pursuit of the DBM’s budget reform program built around the introduction of a cash budgeting system in place of the current obligation budgeting system. To secure the sustainability of the outcomes of the course, a core group of 5 officers was identified and trained through this course to roll out the reform, formalized through a Memorandum from Undersecretary Laura Pascua.

Learning Service Provider: An individual consultant, Ms Teresa L. Quirino was requested by the DBM Undersecretary Laura Pascua and approved by the DFAT.
